Summary of the petition:

The petitioner argues that EU Member States should provide their citizens with a "digital dividend income" (non-taxable and non-cumulative with other income for tax return purposes) in order to encourage and stimulate the active participation of European citizens to the digital-ecological transition process of the European economy. According to the petitioner, thanks to the active participation of citizens, it will be possible to accelerate the digital-ecological transition in order to quickly emerge from the economic, ecological and health crisis underway in the world. Finally, the petitioner proposes that this "digital dividend income" be disbursed to citizens through a blockchain wallet linked to their blockchain-based digital identity.

PROPOSAL FOR A DIGITAL DIVIDEND INCOME - DID:

In compliance with the principles of the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION - https://eur-lex.europa.eu/legal-content/IT/TXT/?uri=CELEX:12012P/TXT , in order to encourage and stimulate the active participation of European citizens in the digital-ecological transition process of the European economy, for the economic recovery of all European peoples, environmental improvement and the exit from the Covid-19 health crisis, European governments should provide their citizens with a "digital dividend income" (non-taxable and non-cumulative with other income for income tax return and welfare purposes) as a function of the digital-ecological transition and the active participation of citizens in the progress of this transition.

The digital-ecological transition, developed by the European Union (digital transition https://ec.europa.eu/reform-support/what-we-do/digital-transition_en ; Green deal https://ec.europa.eu/ info/strategy/priorities-2019-2024/european-green-deal_en) and by European Governments, aims to activate economic recovery, environmental improvement and resilience to the covid-19 pandemic. This activation takes place thanks to the citizens who use the digital services of governments, companies, non-profit organizations, etc., and the active participation of citizens in the development of the digital-ecological transition process.

Only thanks to the active participation of citizens is it possible to enable the digital-ecological transition and accelerate it in order to quickly emerge from the economic, ecological and health crisis underway in the world.

To encourage and stimulate the acceleration of these processes, the increase in the active participation of citizens in the use of digital services in relation to the United Nations Sustainable Development Goals ( SDGs https://sdgs.un.org/goals ), to its development and improvement-evolution, citizens have the right to receive a "digital dividend income" (Digital Income Dividend - DID) from the Governments (or the European body responsible for this purpose).

Every citizen will be able to receive this dividend through a blockchain wallet https://ec.europa.eu/cefdigital/wiki/display/CEFDIGITAL/EBSI, connected to their own blockchain-based digital identity (european digital identity wallet https://ec.europa.eu/commission/presscorner/detail/en/ip_21_2663), on which the Governments, or the European body in charge, will automatically disburse, through smart contracts, the relative value in digital euro

The blockchain wallet will be connected to a blockchain platform for the active participation of European citizens in the development process of the digital-ecological transition of the European economy.
